Here is how:

1. Click here to Microsoft Live Search Cashback Program and set up an account if you don't have one
2. Click here, then click on the sponsored link (either on the top or in the right) from a search result showing "www.ebay.com" as well as "Buy xxx. You may get 30% off with PayPal if eligible."
   Or you can search by any other keywords (such as xbox, wii, canon, nikon, etc.) as long as you can find the 30% off sponsored link from ebay
